Executive Summary
China's Bureau of Entry and Exit Administration is under the Ministry of Public Security. Its functions include controlling the entry, transit, residence and travel of foreigners, and issuing visas and travel documents to foreigners. It also approves the exit and entry of Chinese citizens when they travel abroad or to Hong Kong, the Macau Special Administrative Region and Taiwan for private purposes. The Chinese government has consistently promoted and encouraged the legal entry and exit of international travellers, while taking and enforcing all necessary measures against illegal migration.

With regard to the illegal smuggling of people from China to other countries, the Chinese government's policy is to accept the repatriation of illegal migrants after verifying that they have actually left the Chinese mainland. In outlining the measures taken by the Chinese government in recent years to combat illegal migration, the paper notes the strengthening of the management of international travel documents and improvements in preventing the use of false Chinese passports and other official documents.

In addition, China has strengthened border control at entry and exit points and improved border security. Inspection improvements have been achieved through improved training of inspectors, sea patrols, detection and severe punishment of organisers of illegal migration, strengthening of international cooperation and public awareness campaigns on illegal migration. Official statistics on illegal migration in China are presented for the years 1997 to 2001. Data on counterfeit travel documents are provided for the same years. In the area of international cooperation in the fight against illegal immigration, China would like to see a wider exchange of information and intelligence and greater cooperation in the repatriation of illegal migrants.
